Operation ‘Roaring Lion’ – Guidelines for Employers During Changing Safety Policies
On February 28, 2026, “Operation Roaring Lion” commenced and in its wake the Minister of Defense declared a state of emergency in the home front, throughout the entire county, in accordance with the Israeli Civil Defense Law 1951. Following the declaration of a state of emergency the Home Front Command published guidelines, changing the civil defense policy and ordering all regions of the country to move to an activity level of essential services only.
Over the past week, there have been several changes in the civil defense policy, and as of March 5 2026 the economy moved to a reduced activity policy.
These developments have raised a number of questions, and we wish to offer practical guidance in light of the evolving civil defense measures and guidelines.
